Moves operations integration backup tests into a
subpackage, and slices up the test folder into
multiple, service specific folders.
No logic changes, only code copy-pasting and
renaming.

Adds a NoData status to operations in the event
that a backup (or, possibly in the future, restore)
finishes processing without having any items to
store or restore.
