Update permissions diff computation (#3117)
Previously we were using permission ids to check if two permissions
are equal. While we were aware the permission ids can repeat across
different folder hierarchies we were not aware that this was also the
case within a single folder tree if we delete and break the
inheritance chain.

Assume the following scenario:

1. Create folder `a` and `a/b`
2. Assign user1:read permission to `a`
3. Remove the inherited permission from `a/b`
4. Assign user1:write permission to `a/b`

In this case both the user1:read and user1:write will get the same permissions id.<!-- PR description-->

Restore with OneDrive/SharePoint ID (#3151)
Allow restoring OneDrive and SharePoint items by
M365 ID as well as file name and ShortRef

Does create an edgecase where attempting to
restore an item named the same as another item's
M365 ID causes both items to be restored

Moves the consts for OneDrive file suffixes to a
different package so that the selectors package
can also import them without a cycle

Populate and persist OneDrive LocationRef (#3111)
Leverage structs from previous PRs to
populate and persist the LocationRef
for OneDrive

Right now the source of the
LocationRef is still based off the
RepoRef path, but this is in the
OneDrive code only

Manually tested
* updating a subfolder path when parent folder was moved
* populating LocationRef when the base backup didn't have LocationRefs when nothing was changed in OneDrive
* populating LocationRef when the base backup didn't have LocationRefs when something was changed in OneDrive

Previously we were querying Graph to get the current permissions and then using that to compute the permission diff. This changes that to use the metadata that we have available locally to do the computation avoiding a graph call to get permissions.

Enable permissions backup by default (#2981)
Previously we had a flag that needed to be flipped to backup permissions. Now we always backup permissions.

- Should we wait till https://github.com/alcionai/corso/issues/2976 is done to do this
- Users will have to do a non incremental backup first as of now to get permissions. We should probably have some way to force this.

Skip large OneNote items that cannot be downloaded (#2925)
OneNote files >2GB cannot be downloaded via the graph API. This change will gracefully skip them and prevent the backup from erroring out.

A OneNote file is represented by a Package(folder) which contains two file within it, `<file>.one` and `<file>.onetoc2`. From what I can tell the `onetoc2` file is the metadata file and the `one` file is the one that contains data and can get big.

**The current implementation has a limitation(or feature depending on how you see it) in that we will end up doing a partial backup with just the `onetoc2` file but avoiding the big `one` file if that is big.**

I did not try to change the behaviour as even currently if for somehow we ended up with an error like 404 when trying to backup one of these files, we do skip it. I've added a comment in for now, let me know if we should go back and revisit the behaviour. *The main issue is the fact that we only hit this problem once it reaches kopia and removing it at that point is harder.*

create a new http client on every delete (#2970)
in order to avoid errors cascading from graph API's
populated 204 responses containing `0/r/n/r/n`,
in particular in response to deletes, this change
hacks in the creation of a unique http client for
each delete call.

This is dangerous to do, since we already know
that generating clients per calls can leak
consumption of system resources such as sockets.
This change presumes that runtime deletes are
minimally, if ever, called during standard backup
and restore. The permission deletion in onedrive
is the stand-out exception that might need some
additional investigation.

Always make empty collections for prefix directories (#2929)
Use empty collections to ensure the prefix directories are available in
kopia no matter what user data we find.

This helps ensure we have some set of things we can assume about
non-failed backups including:

They have a valid snapshot ID for data
They have a valid snapshot ID for backup details

Eventually, this will allow us to say that backups using a base that
doesn't have a prefix directory is invalid in some way

SharePoint tests are disabled because lists and pages ignore the none
target in selectors

Backup owner and empty permissions (#2833)
Backup owner and empty permissions, we cannot restore them though (refer https://github.com/alcionai/corso/issues/2789#issuecomment-1471787829) . Previous we were just skipping even backing them up. It might be good idea to have this data in case we find that we are able to restore them in the future.

append ToCore to all errors tests (#2793)
In order to retrieve all clues structured error data in tests, we need to extract it from the error using the clues library.

This change appends `clues.ToCore(err)` to all
variations of `assert.NoError(t, err)`. The only
other changes are those necessary to preserve
linting, or to produce an error variable for the
ToCore call.

Change to storing files by ID instead of display name (#2496)
## Description

Change to storing OneDrive files by ID instead of their OneDrive display name. This allows delta token-based incrementals to use an exclude list to remove previously backed up items from a backup during hierarchy merging

Also updates the following:
* selectors to match on file display name instead of kopia file name
* ShortRefs for OneDrive files to update when the file display name is updated

Integration tests for OneDrive incrementals (#2770)
The tests only works once we have https://github.com/alcionai/corso/pull/2642 merged. I have tested it locally and confirmed that it works, but ask of now it is skipped. That said, I would like to get this merged if it is OK so as to not have to deal with merge conflicts later.

This as of now mimics incremental tests for Exchange in `TestBackup_Run_exchangeIncrementals`. Let me know if we should be having more.

GC: OneDrive: Efficient Drive Name Update (#2733)
<!-- Insert PR description-->
Updates the call for `populateItems()` for OneDrive. Reduces the overall amount of calls made to obtain the Drive Name.
---
### Brief Description
- DriveName is saved with a collection field driveMap.
- The driveMap is a map where the key is the M365ID and the value is the display name for the drive
- During `populateItems()`, the driveName the map is sufficient for OneDrive but requires an update for SharePoint. During SharePoint process, the map is updated as additional driveLibraries are referenced.

Scope excluded items by prefix (#2760)
In kopia select the longest prefix's exclude set. Has undeterministic
behavior if there are somehow prefixes of the same length.

In OneDrive, add a prefix that contains the drive ID to all excludes.
This makes incrementals safe even if two items in different drives
somehow have the same ID.

Augment paths for OneDrive restore (#2718)
This adds the missing .dirmeta files which are needed to make sure that permissions are being restored properly.

By adding a dirmeta entry for each folder that is part of the items, we make sure that all folders get their own collection which in turn will help us properly restore permissions for all folders.

**This also makes it so that meta items are not returned from older backups.**

*Although the newer version can fetch permissions file using the Fetch API, we still have to populate the items as it cannot fetch items from previous directories which is needed to make sure we can restore permissions correctly.*

Remove Graph call that could cause throttling issues (#2727)
The logic added in [2632](https://github.com/alcionai/corso/pull/2632) introduces an extra Graph call for
every item that is being backed up - which can lead to throttling errors.

Removing this till we figure out the right solution.

This commit also adds some extra logging to help debug throttling errors.
