Don't read all the files that we need to restore, just the collections in the beginning. The rest of them are read using Fetch on demand when they will be restored.
I haven't tested for any changes in memory consumption, but this brings down time taken for "Enumerating items in repository" to <5s even for huge number of files.

Optimize loading items for restore a little bit by first grouping items
by directory, loading the directory once, and then loading all items
from the loaded directory. This brings item loading on my local machine
(communicating with remote S3) down to ~1.5min/1k items
Future improvements could lazily load items as they're returned in the
Items() call of each collection but doing so would change the semantics
of ProduceRestoreCollections() (specifically item not found errors would
be returned during Items() instead of during
ProduceRestoreCollections())
The kopia data collection has also been updated to hold onto a
reference to the folder it corresponds to. This folder reference is
used to service Fetch() calls

In kopia select the longest prefix's exclude set. Has undeterministic
behavior if there are somehow prefixes of the same length.

Add a function to fetch a file from the collection synchronously. This will help avoid data dependencies on the restore path created by splitting item information across multiple kopia files
Fetch function is currently unoptimized, though deeper analysis of memory footprint should be done before changing
Viewing by commit will help reduce chaff from updating tests to comply with the new interface

Begins adding fault and clues to kopia. Part 1
just covers the surface kopia/Wrapper, and all the
upstream packages that call it. This also
replaces the progress multierr with a fault errs.
RestoreMultipleItems changes from always
handling errors in failFast mode to checking for
failFast configuraton, and handling bestEffort
otherwise.

Create a wrapper struct that provides a `Fetch(ctx, name) (Stream, error)` function that always returns `ErrNotFound`. A future PR is going to expand the `RestoreCollection` interface to include that function and I wanted to reduce the amount of chaff that would come out of it
This PR just creates the wrapper and moves `ErrNotFound` from the kopia package to `data` package to avoid import cycles

## Description
Some external services like OneDrive do not have the ability to determine the path a deleted item used to exist at, they only know the item's old ID. This patch allows Kopia Wrapper to handle those items by implementing a global exclude set. The patch assumes that items in base directories are unique as the items in every base directory are checked against the set.
This is not wired to anything outside of Kopia Wrapper. Currently this feature is disabled as the passed value is always nil.

Report an error if an item in details that was sourced from a base snapshot doesn't have a previous path. Items that don't have a previous path cannot be sourced from a base snapshot's backup details meaning the item will be stored but will not be searchable/restorable by users
Logging was not used because no context is available in the kopia callback that is checking if the previous path is nil

Use same tags for checkpoints and snapshots as having different tags won't get us too much benefit. We can revisit this if we find we're really doing too many manifest fetches, but until then the current code to fetch manifests is pretty good.
