prep groups handler for addition of conversations (#4583) ...

Makes modifications to the groups handlers to facilitate the incoming introduction of conversations backup handling. Changes include:
* new handler methods (canMakeDeltas and LocationRef)
* binding handlers to generics
* some naming normalization
